Lone Fleming appears in the remake of Vampyres and Arrow does have a batch of José Ramón Larraz titles in the works, one of which is likely the original Vampyres.

I assumed by the question that this was in connection to the "impossibly rare horror title..." menitioned by Lucas, of which I'm not sure the Blind Dead films nor Vampyres could be counted as such. But it definitely suggests a film from either Paul Naschy, Amando de Ossorio or Larraz, though...

Arrow have bought US/UK rights for Shane Carruthers-starring horror film The Dead Center
“’The Dead Center’ is a smart, entertaining and scary horror film, it’s not often you find this kind of perfect combination, so we are thrilled to be able to bring this exciting picture to audiences across multiple territories,” said Francesco Simeoni, director of content & distribution at Arrow Films. It is planning a Q2 theatrical release in English-speaking territories. (...) Denis Deck and Jonathan Rogers produced, alongside Carruth and Senese. “Arrow is one of a handful of curators whose integrity and love of film is self-evident in every title they select for their audience,” the latter said.

From various leaks we know that Vampyres will be part of a Larraz box that will have rare titles like Edge of the Axe and Whirlpool.

I'm not sure you can consider them leaks when Arrow's made/allowed it known they're working on them? That's not to say, of course, that Lucas wasn't aware of this when he made that statement.

This is a case of movies that could fit in both branches, but I'd fit the No Name trilogy more as Arrow Video titles than Academy ones.

Weren't Kino restoring For a Few Dollars More, or were they just waiting on a Bologna resto?
I can't imagine Arrow announcing the trilogy without waiting on the new restoration

I would suspect Arrow being able to do their own restoration, if they can acquire the movie in the UK. It might actually be good to avoid a yellow color grading like the MGM TGTBTU disc, and then Kino's botched attempt to neutralize it after the fact.
